The announcement implies one + five friends. The Towns FAQ implies a nine-grid neighborhood capable of housing...oops, I counted the center square too. XD Neighborhood capable of housing one + forty seven friends.

It's because you can only reserve for one plot of six houses at a time. Not the entire neighborhood. o.o
