If it's a fox, she might have the powers of disguise rather than using earth by certain means to create; or perhaps the manipulation of fire.
If it's a cat, I imagine she'll have certain powers of lore and psychic abilities. Think of Macha the Temptress when you think of cats.
... But it's her character. I'm just suggesting.

It's not a god mod, but the power in general.
Granted, witches often have unorthodox powers that sometimes don't really resemble their animal, but what she's aiming for is really not even close to Fox or Cat-like.
I won't go into detail because Midna pretty much covered it.
but, my point is...if she really want's to use the ground Aka your natural environment and construct it into a doll, I'd suggest looking for an animal that can do something like that. I'm pretty sure i can think of a few that can do something similar to that.
But if she want's to go for the animal and drop the power I'd go with what Midna was suggesting.
