...in theory I guess you could say that, but honestly, take it from me, its not worth it. Medical jutsu is a bonus element for medical users. If you're not a medical shinobi it takes up one of your shinobi slots. Medical and sealing jutsu, even the lower level ones, are incredibly useful. For someone who's not a puppet master to learn puppetry would be a waste of an elemental slot. They wouldn't be potent in puppetry, wouldn't exactly be able to build their own puppets, wouldn't be able to use a high rank puppet and you wouldn't even be able take on that 3rd elemental slot until jounin and by then it would be pointless to have. Its true when Sasori says that the strength of a puppet user is determined by the number of puppets that they can control.

While I see your point, I totally disagree with that last statement. 1000 basic puppets couldn't take an army of one hundred specially made ones.

Its a case of Quantity vs Quality . Its all a matter of opinion and its an age old battle that will never be resolved

Can some one of the crew please clean up and make a good organized summoning thread/ summon profile guideline to follow. The summon thread is really unorganized and some of the summons are just plain ridiculous. Can a crew member make a standard guideline on what is required for summons please? After the wolf summon it kinda drops off. But this is not my main point which is as follows
@ Greg, what about the Yamanaka clan, can they use a puppet? One did in the anime?

Therefore, it is assumed that if a benefit is required to use puppets, and that benefit is only found in the puppeteer class, that only puppeteers can use puppets.

Greg: You know what...I'm not even going to argue with you or say anything to you about it. Its 3 in the morning and I just worked a 14 hour shift and logged on to do some work, I didn't log on to debate. So I'm just going to forget this matter ever happened...

On the other subject crafting puppets and controlling more then one at a time should be limited to the puppeteer class other ninjas should be limited to one puppet under D rank it's fair to allow others to use puppets since all the other classes can be used by other ninjas as well. @ Greg: Puppets are a little ninja like it counts as trickery sneaky and misleading all three of which are very useful for ninjas frankly high level summons like gama bunta are far less ninja like as well as several larger jutsu.

Martin Spiralwave Do chakra control bonuses apply to Seals? They do not apply to seals. Seals have their own system of Chakra cost and do not follow the same as that of most Jutsu.

Alright. So I know that sealers can self teach themselves in sealing tech but lets bring into perspective of Oto. There's no open library nor is the Kage openly involved with village so if a young genin sealing needs to learn sealing, would he need to wait for Yasa to teach him/give him a scroll? Or would it be possible for an NPC to hand over a sealing scroll?

In Oto's case, a scroll could simply be allocated via the Academy, which works as the ninjutsu Library for everyone. it would require an NPC to be given to them though.
