1) I'm fairly certain that the DICE ROLLS line in the jutsu lists is referring to have many attack turns it takes to conduct the technique. In the opening paragraphs it specifically says that jutsus are conducted without rolling dice. While I (and I'm sure others with D20 knowledge) could figure it out, new guys are going to get confused by the choice of words. I suggest changing the term DICE ROLLS to something else like ATTACK TURNS... or whatever.
We thought about it but Kouri said that there should be specific explanations that will be placed in the updated game system information to explain this more clearly. Because I have to admit, just like that it can be confusing.

2) Puppets are way too powerful. The fact that the formula for how many puppets can be controlled and how many attacks they get is the same means that each puppet gets a full amount of attacks equal to the users. And since actually using the puppets doesn't drain chakra very fast you're multiplying a users attacks really quickly with little sacrifice. I submit that if the formula for controlling is chakra control/10, then the formula for attacks should be at least chakra control/15.
Actually, the formula for controlling multiple puppets is 1 puppet per 10 point in
chakra control, and the formula for attacking with multiple puppets in a single turn is 1 per 10 point in
puppet play. Also, we are aware that this can lead to higher damage, but keep in mind that puppet user will need to devellop craft, puppet play, chakra control in sum of other skills to be ffective. This means that if you have a master puppeteer, odds are he won't be able to use as high level jutsus as you (since he most likely won't have had the chance to devellop either taijutsu, genjutsu or ninjutsu in sum of the other skills he has to focus on) and therefore have less opportunities to cause large sums of damage at once.
Our simulations showed that this proved to be pretty balanced for puppet users of all levels, but if it is overpowered, it can always be adjusted after actual field testing.

3) This one is more of a personal whining. The ninjutsu skill requirement throws a kink in how I was building my character. I wish that someone in the crew would have said something about that being so necessary so that the new guys could have had a better of where they needed to place points.
Well if you want to make a ninjutsu specialist, it kinda makes sense that you put points in ninjutsu... Worst off if it's only a redistribution of skill points that you need you can always ask your kage, there shouldn't be any problems with that. But chakra control is the general skill (in databooks you see that every character has a "hand seals" statistic) and ninjutsu, genjutsu, fuuin jutsu, etc. the specific specialisations. If you want to use high level ninjutsu, you need to be good at ninjutsu.
