Rhoslyn Vernal It works by blocking all forms of metaphysical transportation into and out of the given area by surrounding it with metaphysical hoo-haa, with the added implications that Rhoslyn is actively defending it and is ready to hammer any attempts that try to bulge through through brute force/needling.
My point is, I don't think they're equals (high level cleric ability versus a high-level wizard specializing in both "keep s**t from happening" and "move s**t around through powers") and nothing is stopping you from simply jumping out of a window and casting LOLPORT once you're clear of the building by a few feet on the way down.
@KB: Not that high of a level, and "not directly interfering". I'm just making it harder to cop out plotwise. See above. Then fine, I'll allow this. You can roll two six sided dice. And I'll roll just one. Does that work? Cause this is being made a too big of an issue.

Technically, the teleportation should be a go, shouldn't it? I thought Rhos' spell covered the entire hotel as a vicinity, so transporting from a ballroom to a hotel room in the same building should still work.

I think if I say anything else, it's going to be used against me. I think is all mainly due to just conflict of interest.
@Deitric: I was going to roleplay security stopping it, but it would feel like I was throwing in plot armor even more.

I've always believed that once a character can effectively meet all its own supply/demand issues and fill most niches, it should become an NPC or somehow change.
Most of Deitric's NPC'd "supply/demand" issues are only met by NPCs because I don't know of anyone who plays an enchanter, or a mechanic, or a blacksmith, or.. so on and so forth. He has plenty of demands that he himself CANNOT meet, and so he goes to other people. Even if those other people are NPCs right now simply because I don't know any PCs for him to hire in the first place.
Once a character can effectively meet most of their own demands as well as fill several niche roles, they're no longer really a fair player in the story, because they can do too much, and provide too much. A character who is a googleplex-ionare super genius sorcerer techpriest Achillean-styled penultimate warrior who can hack any computer system simply does not allow for other characters to fill in their proper niches. It's like hacking a game to multi-class EVERY class. If you were to go into multiplayer, you wouldn't NEED anyone to fill the other class positions anymore, and it becomes boring.
But I'unno. That's just me. I like providing a means for other people to interact and fill these roles. I'm pretty sure I've bitched about this a couple of times in the past, so maybe I just like ot hear myself talk. Whatever.

How about we compromise and just let the people actually fighting take care of the situation?
I mean, he specifically said " I plan on having him walk right out and into a limo with his posse." which Rhoslyn will not stop from happening. He may try to delay it by a few seconds for some slightly less than polite chit-chat, so the basic total contribution we're making is:
a) providing a character whose narrator doesn't want to teleport out a teleport out
b) preventing a character whose narrator didn't give the power to teleport from teleporting
c) BAAAAAAAAAAAWWWWWW
Seriously, if they want to opt out through lolporting, I'm more than willing to say "okay, they got through, but have , because " and he'd probably know the general vicinity of where they went, which he'd probably sell to the highest bidder because he's a d**k like that.
Plot > character abilities, as a general rule. We're background.
