Speaking of which. I was talking to Oxy about this a few minutes ago but, what ever happened to Akatsuki?Disbanded and died. Figures. So, Jade had a Dragonil rpc in Leaf and I was wondering if it's possible to just coach her rpc through a bloodline technique? Or would I need to physically have a NPC of the same bloodline teach her rpc?

Or would I need to physically have a NPC of the same bloodline teach her rpc? Question number one and two, it's worth five points each! - Only sealing masters may learn how to use sealing jutsu? - Can I buy scrolls to seal things within them? [ Ex. A scroll to seal puppets; kunai, weapons and such.
Questions number three, four, five and six; these are worth ten points!
- How many chakra points does it take to summon something from a scroll? - How many, if any at all, does it take to manipulate paper using Origami no Dara? Since it doesn't specify how much in the bloodline page; I want to know this so I know if the bloodline would be useful for Akura. - If a seal says rank to learn, and it says C rank, do I really have to wait to be a Chunin to learn that? >.>; - I really need to train to be able to do this? Cause it seems something pretty generic that every puppet user would use on their own.

- How many elemental clones can be made per rank? [ ex. Earth Clone. ]
- If I make a elemental clone/shadow clone, and I have scrolls and such with me, can I use the contents of that scroll? And if that clone gets destroyed, does the item disappear as well?

I'll give one and two to Hinote, but 3) THat depends on the object. Ordinarily, its gonna be 5, since summoning is a chuunin level jutsu, but it may be 7 for a puppet.
4) Because it's been somewhat abused so far, thats being figured out.
5) Yes, just like every other jutsu.
6) Yes. Even if its generic, the knowledge isn't innate.
7) First of, Kage Bunshin is an A ranked jutsu, you can't learn it at genin. Second, no, the chakra is split in half (and no rounding up for an odd number)
Traditionally, its been three per one use of the jutsu, with each clone costing the jutsu's original chakra cost (3 clones from 1 D rank Clone Jutsu, 3X3=9). But the puppet would not be cloned as well, only smaller items get cloned (if we allowed all items someone was holding to be cloned, we would see someone clone themselves right after they use the boulder throw jutsu, or something like that.
For what purpose would you use extra scrolls? And no, when a puppet dies, its items disappear as well

Regular RPCs can learn up to D rank, and certain types and professions can raise that to C rank. Sealing masters can teach themselves, and are the only ones who can teach sealing to others. This is so that we don't need a ton of sealing NPCs to teach people seals. Scrolls are easily obtained by way of a ninja store, or even just a library. Refer to the sealing list for exact costs and sizes. Yes. Rank to learn is specifically to keep sealing masters from teaching themselves above their own level. There is a chuunin benefit that allows you to learn one rank above your own, but without that, you stick to your own rank. iAkura-kun - If I make a elemental clone/shadow clone, and I have scrolls and such with me, can I use the contents of that scroll? And if that clone gets destroyed, does the item disappear as well? I'd say no. The sealed item is magically transported to an alternate dimension, and will not be replicated by your scrolls. You'll still have the scroll, it will still have a seal on it, but if activated, nothing will come out. And cloned items do die with the clone.

Are we allowed to create twelve mines at once with this jutsu with one use?
With Eye of the shukakku, if I summoned it on the side of a massive sand dune, would that grant me better protection if I were on the ground at a perfect 45 degree angle from it (just in theory.)

Sand mine... Yes. I believe that's how it's meant to work.
The eye works best if it's given a higher vantage point, so yeah, that would make it work better than if it were flat on the ground.
