@Loli -- Really? I think she just gets distracted easily, while trying to keep up some illusion of competence. Heck, Crimson and her look like they would usually make a big thing about meeting up on a usual basis. Hugging and swinging small people in circles has been implied. xD
She's definitely a Genki Girl, she just downplays it. And if you're not convinced, she's still a Cloud Cuckoolander, which, combined with NFSA, is a rather terrifying combo! O-o
She's also definitely the character that's most out there in my repertoir of characters. Bar none. xD
