There are whispers in the SF that this smoking ban thing is a prank, a hat-tip to the ACS' Smokeout held on the third Thursday of every November.
I don't buy it, but I could see them using it as a fallback if enough users get butthurt.
Johnny K. Gambino Doll and Carol of Ol' Ebenezer still have cigars, tho'.
