Why, specifically, was it important for Toguro to remain at B-class, instead of taking his body to the limit and trying for 'S'?

Because then he wouldn't be able to get through the barrier that Reikai had set up between Ningenkai and Makai, even if the tunnel to Makai had been completed. He would have been way over the power limit.
