Top Hit-and-Run Armies(In my opinion):
1) Sam-Haiin
2) Chaos Army with alot of Raptors and Screamers
3) Dark Eldar
4) Imperial guard(they hit the enemy lines, and then shortly after run away in fear.)

Here is my eldar let me know your opinions. As to switching any of the big guns. I have only scatter lasers, a few EMLs', and a single bright lance left in the bitz. Thanks for all replies.

I have a bunch of aspects if nessecary for changes. Swooping hawksX7, BansheesX5, and Warp SpidersX5. I have another 6 defenders, I know lots of them. I got 2 1200 point armies for a good price. Now I am after a decent list. I will go craft world later. I also have another farseer/warlock, 3 warlocks, and a Avatar. My other wave serpent is currently under construction. What am I missing or do I need? Any tactical advice or strategy is nice also. I play Black Templar Space marines normally. I have also done dark eldar. So this is a bit of a change for weapon ranges but not much.

Well, you've played Dark Eldar so you should be fine on the Eldar as they both tend to be super heavy on the troop side of things. My recomendation is to take as many 20 man eldar squads as you concievably can. If you want a MEAN list, the kind you really bash your opponent into the ground with take as many star cannons as you can fit (war walkers + starcannons = gatling DOOM).
The rest of it really depends on what craftworld you end up playing...I've seen some vicious Alaitoc lists that are an absolute joy to play (in my opinion if you can't enjoy playing the army, chuck it out the window.)
The Falcon's are a good idea. You have (what I think to be) the best heavy weapons platform in the game and it's not too expensive, so use them!
As for aspect warriors I'm sure you've read the codex and know what they're all used for, but they're all really good, so use them to shore up whatever yor army is lacking in when you're building it up (if you've got a ton of warriors on foot for melee take some fire dragons or reapers for ranged support, etc...).
Now for the controversial part (hee hee) take wraithlords for the love of god! I know a lot of people will scream cheese but they're idiots. Wraithlords are built into the list as a method of fire aversion and as much as people might whine and complain they're necessary to keep the fire off of your gaurdians. Besides if anyone starts whining just ask them if they use dreadnoughts (as honestly they're practically the same thing...you're wraithlord just has 2 energy shields).
Thinking on it that reminds me of what I found was the best thing to do with the army...Give your enemy so many tasty targets that he can't consolidate his firepower enough to cause any real damage, and if he does he wastes it all on one or two targets. Falcons/Wraithlords/War Walkers/Aspect warriors tend to draw LOTS of fire (for obvious reasons) and your gaurdians/avengers/defenders are quick enough (gotta love fleet of foot) to make it to the enemy faster than most people will expect. I Usually decide to stay away from Transports for my eldar, but I've seen them used very effectively.
I guess the last thing I have for you is that warlocks/Farseers are ridiculous against anything that doesn't take your invulnerable save away. Always use the "I get to reroll my saves!" power (fortune I think) and if you're rolling ok that squad should hold up just about anything.
I once saw a Farseer (all by herself) hold off a full squad of assualt marines for three turns due to that power.

Yeah I have got tons of advice. Most telling me to buy more mini's. I have a full shelf of eldar atm and need to adapt to them before I buy anymore. I had a war walker now its a war walker. I would wrather fire from a distance in an army that lacks that then charge up close and draw fire with a valuable distant shooter. I will try this army tommorrow or the next day if possible.

Find a tactic that suits you by playing. I use a Pincer variant usually. Hard center, wt mobile hard hitting flanks

Seems to me that you need mroe anti-tank. In my new lists I always keep in mind what I'm going to be facing. Even if you dunno WHAT you're going to be facing you can almost always be sure of at least a tank or two. Brightlances are nice but pretty costly for what they do unless you see Land Raiders on the field. The most effective Anti-tank that I can find for Eldar is, in my opinion, 5 Wraithguard in a Wave Searpent. They destroy all kinds of tanks with ease.

Go download the Harlequin Test Codex. It doesn't get 17 attacks, trust me...

so your telling me ive been getting gipped for like a year and a half! THAT SUCKS! he kept telling me that it was a special weapon thing he put on it. but, i guess i deserved it since i used to be one of those guys who thinks he knows all the rules and starts arguments then quits. redface crying (used to be, used to!)

well, the exarc of the hunt falcons has an ability that for any attacks he impacts in combat he gets another extra, that means that you can have lots of attacks, if you combine it with an energy weapon you an destroy a squad of marines in one single attack, one day I get more than 20 attacks, my contrincant had to see how his squad of 16 berseker of korne fly without the chance to attack. XD

(I'm not english speaker so perhaps the translation of the name of the troops is not correct, but I'll do my best biggrin )

i hate eldar, i'll fight them, but i always lose, its almost impossible since eldar are designed to kill marines(starcannon,reaper launcher, pulse laser) I don't care about there anti vehicle weapons, its there multi shot high ap weapons that piss me off, and i know of a few people who field around 6-7 star cannons.(2 wraithlords, 2 wave serpents, 3 guardian defenders) there flacons use brightlances and stuff. I've only beat eldar a few times and i make up some nice tactics that still don't work, they betetr tone down eldar wepaons in 4th edition, cause its starting to piss me off.

the only tactic i've come up with is hope for lots of LOS blocking terrain, or a rhino rush, although compared to marine eldar falter in CC. my Chaplain and his Command squad furious charged a seer council and i only lost 3 marines out fo 10, i got my 6 attack from my chaplain, plus 24 from the remaining 6 marines, 4 of which were power fist attacks frommmy sarge. all that was left was 1 farseer with 2 wounds left, one got insta killed by the powerfist and the other warlocks faltered in there saves. it was the highlight of my game and that my 2 dreadnoughts gunned down an entire dark reaper squad and the immobilised vindicator tunred fire dragons into red soup, i still lost but barley, it was a cleanse of 2000pts and i ws just out numbered lol.
