That's strange... I thought planting flowers near signs PREVENTED neighbours from moving in!
At least it did for me..
I stayed almost one entire week with only 7 neighbours because all the areas around signs were spammed with flowers.

Hum, a week is about the time it takes villagers to move in on their own without DS-DS or WiFi connection.
Regardless of whether flowers or trees are planted, items are dropped, patterns are placed, or anything buried, villagers will still move into those spots and erase whatever is there (unless they're items which go to the Lost & Found).
