Well, American's do have a habit of loving blonds.

And many British have more brown hair, than blond. Blond is more of an American thing, also Germanic. -cough-

And they probably put the flag in there to further make the reader understand that the person was indeed American, instead of another nationality.
As for guns, we do like guns.

I know many Americans who do like guns.
Most of them are either on drugs or play too many video games, though.
And Americans do seem to be getting less intelligent because they have all this technology to do everything for them...
But I know many who are great!

My brother loves that game.
He also talks very violent because of his games and such.
He's even threatened to kill me before.

There are no more blonde people in America than there are in Britain, yet almost all the Americans I've seen in Manga are blonde and the British are kinda torn between blonde and brown.
But you're right, that's probably because a lot Americans (especially in Hollywood) bleach their hair to make it seem unnaturally blonde or blonde streaks... (gawd I hate that look... gonk )
As for the guns, to me it seems to me like they're poking fun at our gun laws. Since we can allow regular people (not just armed forces like police) to carry around guns.
I bet if you really gave a regular American a gun, they'd freak out and wouldn't have the guts to shoot the thing. They only people who would are, as DarkStar says, people on drugs and play too many violent videogames. But the way they write it in manga, it seems like you can't give an American a gun or he'll go on a shooting spree... gonk

I think Americans are obsessed with British people also.
It seems like every movie that comes out has at least one British person.
