@Daniel Craig's post, beholds, over-worlds.  I'd ask what the conection between Anemone and Eureka is, because she clearly isn't a Coralian. Remember the place with that freaky guy, where they were making more girls like Anemone?

Anemone is a human refugee, one of the sufferers of Desperation Sickness, who was infused with coralian DNA to make her into a copy of Eureka. Anemone was "imperfect" though, and that's why they wanted to make another.
Why? Science, and to have a backup in case Eureka couldn't be lured into becoming the new control cluster.
Question answered.
