It has been confirmed that the leader and the unamed member are indeed partners. And the leaders name is Pein! And he is from Rain! Ryhming much? xp And he apperantly is answering to another...some one higher than the 'supposed' leader? o.0

i personally think its obito but thats just my opinion. anyway, i think tobi is like the man behind the scenes if you know what i mean. like he's not the leader but he controls what they do and they're plans.

The Naruto Board I a a part of actually think that the ranking system breaks down in Akatsuki just like a village, take Konoha for example: Hokage arrow Jounin arrow Chuunin arrow Genin.
They've speculated that it is the same in Akatsuki: Tobi=Kage, Pein=Jounin, ect... ((Chuunin and below do not matter))
Basically the point is they say Tobi is basically the leader of the group, kind of like a Kage is the leader of the Village, but the Jounin and everyone else are the ones that leave the village to do everything.
So if we were to imagine Tobi as a Kage and Pein as a Jounin, then Tobi would be giving orders to Pein just as any Kage would to a Jounin.
I am not saying that this makes Tobi the leader, just that he is more like a guide to Pein.
