Shes just too cool to say 'no' to.
And to be honest, **SPOILER**Most of the masters just die anyway, so shes really all we're left with. Others you just don't get a chance to, well know. Its probably Rin because shes like, in every episode.

Rin is Sexy, smart, a skilled mage and a good friend to have at your side.
Im in love whit her clothes a lot too. heart
Illya comes next, shes so cute and adorable :3, and that little slyness in her eyes at times make me mentally scream rofl
I would say Sakura too but she hasnt really played a master's role at all.

I'd say that Kotomine was the best. I mean...how evil can you get when you pretty much trick Rin and Shiro?

Apart from Kotomine, cos Rin's the only master we witness actually 'summoning' her servant. ninja
