Pirates- Brutal, savage, loud, and merciless.
Ninjas- Well who know you don't see them, atleast good ones, stupid Naruto isn't ninjas IMO.

The way I see it is...Ninjas are just sneakier smarter pirates. They both have no morals and take and or kill anything that they want.
Of course both of the groups have been romanticized. ESPECIALLY naruto. love the idea but it's so stupid and inacurate. Although it's not like the pirate scene is anything less of a fantasy...
Perhaps Ninjas. I can't decide though. But Ninjas were definately smarter...and they weren't organized from the start by the very government who later killed them >: O
