If the person who sent you those letters goes to the same school as you do then you must report that to the principal. I believe that kind of action deserves punishment. It is unbefitting of a human being.

I have blocked him now, but he e-mails me on my district address. I am not allowed to block him there.

That guy is such an a**, and you should say something to your supervisor (or his...) if he keeps harassing you like this.
...Yet again, I am appalled at how teachers (or student teachers...I was one once) can type like that and live with themselves.

That guy is a twisted psychotic sicko. The first messages he sent were bad but this new message you just posted is just plain scary. Hopefully the restraining order puts him in his place.
Just please be careful, Luna and make sure not to go places alone until the matter is settled. I don't want you to get hurt. He's seriously giving me the creeps.
