D, I say you let her make the first move. That way, you decide what goes on. Just drop little hints as to when you're ready, but make them uber small, so they're subliminal. That way, if she's happy for it, she'll suggest it. Then you can't offend her, because she sets the bar. Then as soon as she's comfortable with something, use that as the maximum you can do.
But don't let the fact I'm 16 change your opinion. 3nodding

I already let her know she was in control. I told her if she decided she wants a physical relationship to let me know, but that it wasn't the reason I was dating her. So either way, it was fine by me.
