Peeeersonally... I think Kurama would enjoy being Hiei's b***h >w< See I think of him as kind of a secret seme... He is legitimately the one in control, but he allows Hiei to dominate him for the sheer pleasure of it~~
Plus, don't you think Kurama would be oh so happy watching Hiei think he is in charge, while giggling inside, knowing he planned the whole thing??

Well, considering a certain thing Kurama said toward the end of the Makai tournament, I think 0.5% is quite a bit.
But I do agree that Kurama would always be in charge, even if Hiei was allowed the position.

Hiei was panicking about not being on top, so Kurama offered to "dominate from the bottom." And Kurama definitely would be able to do that. rofl Too bad I couldn't post the link to it here.
