how the hell do I use the lasso tool. After I select the area that I want to clean up which one to I chose? Foreground color?Backround color, black, white? What?

that was when I chose fill, but when I right click it do I chose free transform,transform,selesction,fill,stroke,or something else?( there were other options, but I dont feel like putting them up there )
