yes and no.
since i sold most of my letter set, its hard to pin point the exact date, however, somewhere After may 2004 and possibly before december 2004, all of the donation items switch from standardized to random. For example, I own the 185th alpine oldstat trench coat, and the 40th tin hat. My fan is the 4th. The vox sneakers im wearing are the 136th created, and so on and so forth. You dont even want to know how many ninja headbands there are. Meanwhile, we know there aren't 11,224,362 december 2004 letters, so you can clearly see the pattern changing. What's unique about this aspect is the fact that it makes certain rares even more rare, since they have literal proclamation numbers, while the other items do not.
