Well, I only seen Naruto notice that Zabuza had no eyebrows. Maybe he couldn't notice the fact that Gaara had none, since probably the dark lines on his eyelids and that tattoo were easily sticking out, Naruto probably couldn't notice that fact that he has no eyebrows.

Probably because he looks so cool. And that eye-shadow is really distracting. He may have eyebrows underneath it. It's really thick. I didn't notice until I read it on Gaia, then I was like, oh........yeah that's right..

Gaara doesn't wear make-up, otherwise Naruto wouldn't call him 'eyebrowless freak' and instead something along the lines of freak wearing make-up, girly guy, or whatever. And I think it wouldn't hurt to put some thought into the fact, that it's a full grown adult MAN drawing and developing the manga.

Im fairly certain gaara had eyebrows in the childhood flashbacks. I think maybe he shaves them off to be really hardcore or something.
But im not sure how that works, i mean if you saw someone with no eyebrows would you think "wow that guy must be so dangerous and badass"? Kishimoto is a weird guy.

Erm, actually, he didn't have eyebrows as a child, either. By the way, I'm very sorry the picture is so large. I was going to shrink it, but I can't figure out how. crying If anyone knows, please tell me and I'll fix it.

The circles also help to make Gaara look more like a tanuki (Coondog), which is the appearance of the Ichibi that lived inside of him.

Candy_Holic Im fairly certain gaara had eyebrows in the childhood flashbacks. I think maybe he shaves them off to be really hardcore or something. But im not sure how that works, i mean if you saw someone with no eyebrows would you think "wow that guy must be so dangerous and badass"? Kishimoto is a weird guy. @Candy_Holic: To point one: as Chibi_Tenshi already proved, Gaara didn't have eyebrows as a child. Point two: It's a fact that people are unnerved and get restless when people don't have eyebrows, it unsettles them. So it's a trick Kishimoto used to make Gaara more fear-inducing. The character 'Wormtongue' in the Lord of the Rings movie (The Two Towers) didn't have them either, and when the actor was interviewed, he said that many people didn't notice that he had shaved them off, they all said he looked scary and freakish.
@the others:
I checked and found out that Gaara's father did have eyebrows, but I'm not sure about Kankuro. His might be covered by the face paint he's wearing. *goes to check if she can find a pic without the paint*
Edit: Okay, back. I checked in the manga, and I was right. Kankuro has eyebrows, they're just not visible with all the make-up xD

Perhaps because he can't sleep he has growth problems. I think it affects his hight too. Durring the chuunin exam, him and Naruto were pretty much the same height. But then after the timeskip, Naruto looked to be about five inches taller (even the girls were taller than Gaara)
But the real reason I think he dosen't have them is for style reasons. It makes him look more like a tanuki. Also, eyebrows are very expressive, so perhaps Gaara dosen't have them to illustrate that he rarley shows emotion. There are some instances when he goes crazy and gets really weird looks on his face. These looks would be different if he had eyeborws. I think he's more intense, and almost less human looking because he just has these big intense eyes that aren't framed by brows. You'll also notice that Lee has unique facial expressions too, to accomodate his abundence of brows.
That's why I think Kishimoto's character designs are great, because the characters all look distinctly different and they all have unique gestures and facial expressions.
