Anyone from that episode where they move house and go to that nice housing area (the one where Marge can't do any housework because it does it automatically), where Bart is put in the special class, they were all stupid.

It's probably not nice to call Ralph stupid cause there's something wrong with him, but really, he is stupid. I say Homer is dumber though, cause he's just plain stupid, not like mentally retarded stupid.

All this is true but you have to remember one thing.Ralph and homer are both a little insane. Homer sees the alien Asmodiar and ralph sees a leprachaun whos a pyro.
Homer does have his moments of intelligence and if it werent for t he crayon, the years of brain damage from stunts[ie falling down a cliff] and the "simpsons gene" he would be at the least normal.
Ralph on the other hand was born from a stupid father[not to mention a bad father and a bad cop], he has his innosence and can be fairly smart in some small ways [ie the brain teaser that stumped lisa] but more or less he is mentally challenged...[ie making the mail box flag go up and down makes him laugh]
So while it is a close call I still say ralph is a little dumber than homer.

I think Homer is rather smart. In many episodes, he comes up with ideas and schemes which takes a brain to come up with them. True his ideas are incredibly stupid ones, but I think it has more to do with lack of common sense than stupidity.
Ralph on the other hand is stupid. He eats glue, and lets ants crawl all over him for no apparent reason. Plus he inherited his dad's stupidity too.
