You can seperate the Srikes in groups.
Violation One - First Warning
'Explain what they did wrong, and explain to the person if you do something like it again, that they have one more warning, and there out. And try to explain why it was wrong.'
Violation Two - Second Warning
'Explain about the same thing you did in the first warning, and say you're giving them one more chance to make up their mistake.'
Violation Three - Third Warning
'Bann them, and explain why.'
[Make sure to keep track of the users, and their Violations, and their warnings. I know this isn't going to be an easy job.]
Also, if someone does something you know was plain stupid, and you know that knew that they weren't suppose to do that, intant bann.
