no. it's a term used when describing shonen-ai (boy love). uke pretty much means "the one on bottom" or the submissive one, and seme means "the one on top" or the dominant one. that's a pretty rough shod way of putting it, but it gets the point across.
i kinda think sasuke would be seme... but, then again, he's the one who gets chased after throughout the series, so i guess he is uke. anyway, hope that helps clear things up a bit.
