If you don't mind a suggestion, I'd recommend ditching the Dell idea, and if you have the proper connections/knowledge, getting/making a custom PC.
I have one that scored higher on the 3D Benchmark test than a top of the line Alienware, and it only cost me $1,500, as opposed to several thousands.
If you don't have the connections though, getting a Dell would be easiest, but be prepared to have to get parts replacements in a few years, because that's just how Dell does things.
P.S. This isn't unbased prejudice against Dell, I fix computers, and it's what happens.

Well I wished I knew someone that could do something like that but I don't. Maybe if I were older I'd have more connections. But thanks for the suggestion. I'd ask my parents if they know anything. I'd tell you then, thanks. And about the tweaking the .ini file, I'll just wait for the my pc. But then by the time I get my computer I'll be at school most of the time so I won't be playing Oblivion that much anymore. ; 3;
