Yeah, but ol' Steve looks the part. You can iron out who you and Steve dress as I guess, but frankly Velma always struck me as asexual and if Fred was with Daphne, she tended to flirt with everyone else too, including Scooby on occassion.

That'd be the one. Velma was the brain, Fred was the boyscout (that just screams Steve right there!), Daphne was the damsel, Shaggy was the stoner and Scooby was the lovable pup.

'Cuz Velma wasn't a lovable ol' pup who kept getting herself into trouble. Velma may have solved all the problems, but Scooby and Shaggy got all the hyjinks and action. They fill the same roll Robin does with the Bat-universe. Distraction.

Not to mention de fact Fred always said Shaggy and Scooby were cowards but who was always sending those two into de dangerous part of de mystery while he went off into safety wit' de two pretty ladies?
