Seeing as how the game was supposed to take place over a couple of days (3 or 4) I'm guessing he really never had a base of operation, and just aimlessly wandered.

As for him being born in Nibelheim, it's probable, but he was most likely born in Midgar, in the midst of ShinRa control.

Not as indepth as Shuyin's but that's what I think!

It took place over a larger time period than that though, as Tifa was passed out for 7 days after Cloud handed over the Black Materia. The whole game took place over the course of a rough month Id guess. And Sephiroths base of operation would have been out of the Northern Crater, since thats where his body was. His spirit would have been in control from that location then.
