Go to the Nightmare Before Christmas World, or Halloween Town. After beating that level (a.k.a. Killing Oogie Boogie) you get the magnet ability. After that you can returned to Atlantica and use it.

i didnt really think that oogie was hard to kill. he was pretty easy. i got confused at first, but figured it out eventually. what i thought that was hard was fighting loc, shock, and barrel in that heartless/nobody thing they had. but, to your question, i thougth that too. i couldnt find out where to get it so i asked a friend of mine. he said that i had to get to pride lands and beat it the first time. but for some reason before i even did that i went to atlantica and somehow already had it. and before that i went to port royal and beat it for the first time so try that or try lvls around that area.
