According to the game online, its hover technology.
A 'hover' in most terms means any thing that floats above the ground anywhere from 2-30 meters.
Anything above that is constituted as 'flying' because the amount of effort required above the height requires much more energy output.
Either way, I doubt if you lived 700 feet up on a sheer cliffside, that a darlek would "hover" all the way up.
The difference between hovering and flying is that a hover vehicle cannot become fully airborne and proceed through the atmosphere under its own power.

But could he maybe design a way of fending them off with large sticks that stop them from hovering at the doctor?

Daleks have one sad-looking eye. They look like squids. The las t one was almost cute.

Roobarb You hath doomed us all... Except for people in bungalows, who were already doomed. XD! When I saw the new dalek episode where Rose ran upstairs I thought "PWNED! Now lets see you get up those steps steely boy!"... I should have kept my mouth shut x.x I wish I had a relative that worked on the Doctor Who stuff x.x They'd probably have to get a restraint court order though gonk
