Hysteria looked at him as she moved forward slightly "I wasn't trying to say anything bad about Phobos if that's how it came out" she said to him "I am just not use to the Culture, and if I offended you I'm sorry that I did" she said, a small smile on her face as she looked at him, she seemed to be thinking again "Last time I visited Phobos the roads were in bad shape, If I may suggest something" she said "If I understand correctly Phobos has the lowest taxes in the Kingdoms, I want to suggest raising it in order to pay people for creating roads. It would allow Phobos to trade easier with other Kingdoms." Hysteria smiled as she started to stand up, dressing herself "I would like to show you something" she said to him as she tied her dress once again.

Hysteria would walk over to one of her drawers and open it, taking out a large paper and bringing it over to the table and laying it down. She would slowly unroll it, putting a candle in one corner and three paper weights in the others in order to hold it down. It was a map of Epsilon, the only difference was that their was several lines going from each of the kingdoms, making a big circle "I want you to become a partner with me in a project I'm working on" she said to him "This would be something to work on on the side of the farming for Phobos..." Hysteria paused as she drew her finger around the lines she had made connecting all the major capitals of each of the Kingdoms "I want to propose a super road way, Connected all of the Kingdoms, made from stone so that the dirt wont hinder anyone when the cold and wet seasons come back around." Hysteria said as she looked up at Herod "It would make trade easier between the Kingdoms, less supply would be lost or go missing and each kingdom would have a general idea of where everything is instead of having to guess what way the supply is going" Hysteria said to him.

Hysteria nodded her head "I understand, but the long term pay off would be worth it. I would have to bring it up during a council meeting but it would be the same in Bellris and if I can get them to go along with it, Zalto, Lionis and Ethe...but theyre not going to want to listen to me so I will have to bring it up to one of my advisors in order to get them to go talk to the other royals about it" she said to him calmly "And think of the tax raise as something along the lines of this" Hysteria said "A way of paying your people." Hysteria stated "If the Taxes raised are not put into the royal bank but instead back into the hands of the people it would raise the wealth of the lower classes and the building of the road would also be able to provide jobs. If you make the case to merchant's first then you would probably get more support since it would mean that their would be less accidents when they're traveling across Epsilon due to the road and they will be able to keep tract of their supplies, not to mention transport would be a lot faster" she said to him as she started to talk faster, she seemed to be getting excited about her ideas as she spoke about them "The only problem that I can see happening is when the road is finished all the jobs created when it was being built will vanish...so maybe road building could be turned into road maintenance... She looked at him "that's roughly what I was thinking...its still in the works. The taxes though would be a problem because all the kingdoms would have to raise their own taxes in order to afford it...and with what happened to Ethe being so recent it would put a strain on them especially, but if we had the road we could ease the strain faster, we would be able to get food and supplies to them in half the time and less lives would be lost" she said to Herod.

Hysteria was about to continue talking when she felt Herod put a finger to her lips and she went quite and listened to him for a moment, a small smile coming to her lips as she opened her mouth and bit the tip of his finger gently before moving backward "Sorry. I just get really excited about things when I speak about them" she said with a small smile as she kissed his finger as if to make up for the tiny bite. "If raising taxes is going to put to much of a strain on people the road can be put off until Phobos has a booming farming industry" Hysteria said, once again talking smoother and she looked down at the map "but when it comes to Kingdoms like Zalto and Lionis then the roads should be built as soon as possible so they can be connected, kind of like a puzzle" hysteria said "Personally I think Lionis should pay for all the roads that connect thoughout the kingdoms it calls part of its empire, but I doubt that's a good idea right now" Hysteria said softly as she put her finger down on the capital of Lionis, tracing one of the four roads leading out of Lionis and over to the golden city of Zalto and then down to the Capital of Phobos, then over to Ethe and then bringing her finger up to the Shadow City of Bellris before bringing her finger back down to Lionis and into the city.

Hysteria looked at him and smiled softly as she listened to what he had to say for a moment before nodding her head "Well, you know Phobos more then I do. So the Badlands are Bad for a reason then." Hysteria said calmly as she sat down at one of the chairs "I had heard that they where just very cold" Hysteria said calmly

Hysteria smiled at him for a moment while he spoke before she looked back at the map only to shrug "Like I said it was merely an idea. I will probably have my brother pitch it to Zalto" she said calmly a she looked at the line that went to the bad lands and she picked up a quill, bringing it to the map and scratching out the part of the line that went into the badlands. Hysteria then sighed softly as she looked at Herod "As well, their is the mater of our...former Betrothal. I never heard anything back so I just wanted to make sure you got the letter. I don't think I can viably honor it since it was not just an agreement made with the former Phobosan King, but also because I am no longer queen here, however I would still like to be allies" she said softly.

Hysteria looked at him and smiled "sad? about not being able to marry you?" Just slightly." she said with a small smirk "You're quite handsome...and knowledgeable, so you would have been amazing, but its a sacrifice ill live with" she said as she kissed him back softly, closing her eyes for a moment "Roland is Roland. I would think he's been becoming a better warrior, if not he wouldn't be alive." she said "He fought in Lionis' civil war and came back alive"

Hysteria smiled softly and then sighed as she looked over at the vanity mirror that sat on her desk "If Roland had been born a woman he would have made a wonderful heir to the throne" she said softly, not something you heard everyday, but in Bellris it was kind of like going to a world of opposites compared to phobos. Where the Spartan like society was a patriarchy Bellris tended to put females first, heck they had never even had a king before. Hysteria shook her head "He did well, I'm glad he came back safe" she said as she moved her head to allow Herod another kiss, biting his lip softly before he moved to her cheek. "Though what?" she asked him, her eyes open as she turned to look at him, raising an eyebrow.

Hysteria looked at him, a sly grin coming over her features as she kissed him back softly, biting his lip again "I don't think it would hurt at all" she said with a small grin as she ended up back on the bed, however she took the initiative as she flipped him so she was on top of him "But I'm leading this time" she smiled.

Hysteria was smiling softly as she looked down at him, she looked slightly tired now as she kissed him softly "When do you have to go?" she whispered softly as she leaned down and bit his ear.
