gender neutral, definitely. i personally like to headcanon them as nonbinary and they both don't like questions about their genders.
so its like.
"hey frisk! hey chara! what's your genders?"
F: "Determination."
C: "Sin, probably."
"no like. what's in your pants."
F: "??"
C: "A knife."

I think Frisk is non-binary because they use they/them pronouns but I think Chara is a girl or at least assigned female at birth biggrin

I would have to go with the majority here. Frisk can be either or. Chara to me is female, or at least was when alive. The whole brother comment could be that she acted tomboyish and was more like a brother than your stereotypical little girl. I could also say that Frisk could be like Mangle, their gender is Yes.
