General-King Kadavradite's was not a satisfactory answer in that it led to further questioning. Paris was more than happy to take a step back to allow others to question the procedures and consequences, mulling it over quietly as she did so. She passed the microphone off to someone else and stepped back into the crowd.

The need for permits would make comings and goings difficult, but certainly not impossible. There would be ways around it. Besides, no matter how carefully the Negaverse took to monitoring these things, there were always going to be cracks and holes. They'd just need to work a little harder to find them.

Her concerns were less for herself and her allies and more for what remained of her family, sure as she was that there would come a day when her little sister and mother-in-law would have to leave the city. The permit system would make even that a bit of a chore.

Unwilling to arouse further suspicion, Paris nonetheless dropped the topic of the permit. When she moved forward to pose another question, she chose the topic that would seem to be of the most interest to her considering her place of employment.

Have you taken into consideration what effect the additional energy drainings might have on everyday citizens?” she asked, adding more to those questions that remained unanswered. “What about the long-term affects of regular draining? Patient concerns typically fall more in the realm of health risks than in what their energy might be used for.

She chuckled, deftly switching the phone to blue tooth and slipping the object back into her pack. One of the general kings responded to a question with a "essentially we're never letting anyone out, or in, because we suspect you are all senshi, so just do your energetic duty and keep quiet" sort of response. They weren't going to let anyone get these passes. Not the regular civilians anyway, and most definitely not someone posing as one. She pulled her cloak around her face, intent on that "overlord of doom" look. And to hide the fact she was talking.

"Sorry, it's not like I know these things automatically. I'm two stories up on your left side, second building from the podium. I'm on 'surveillance' duty or I'd be down there. As for the weather. It's looking bleak for people without umbrellas. I can't say I'm particularly impressed with this new development. One benefit I suppose is I will most likely have one of these umbrellas. Only helps so much though." She continued the weather vein ( heh weather vein ) of the conversation while watching the crowd. The permits were going to make things incredibly difficult. While the concept that she would have one automatically, given her standing, was helpful, it still meant the rest of them were going to have a hard time. She worried for Devlan and her own safety, as well as the rest of the White Moon and Dark Mirror. Not to mention the civilians themselves.

She may have been corrupted, and she may have become disenchanted and jaded by the war, but she hadn't completely forgotten her roots.

Had Chris realized Paris would have been at the meeting as well, he would have tried to seek her out sooner. His station was only a couple blocks away; he had a good excuse to see what the Negaverse was up to.

He wore black slacks and a white polo with the fire department log on the left hand side. His hair was buzzed short, burn scars over his hands and arms, along with one particular scar cut across his left cheek.

Chris pushed his way carefully through the crowd, upon hearing Paris ask her questions, his heart lurching in distress as she drew attention to herself. Once he made his way over to her, he slid his arms around her from behind, and placed a kiss against the back of her head.

“Hey,” he mumbled, hopefully before he freaked her out about someone coming up behind her and restraining her. Not that he was holding on very tightly, at least not until she settled against him. If anything he was happy to see her during his long week living at the station.

Curfew? Permits? Energy draining? Ronin made a noise of disapproval, remaining in the shadows of an alley that opened up to where the gathering was. He had on a hoodie and jeans. He was tall now, not the tiny, scrawny boy he was when he left the city for good as Peter Gallo.

Now, he kept as low a profile as he could, trying to keep up to date with the goings on in the city, resupplying as he could, using fake IDs in order to get him to where he needed to go. Relying on the Resistance base put a huge strain on those who smuggled supplies to them, so he tried to sustain himself as much as possible.

He kept his head down, shrinking back into the shadows a little more when Paris spoke up, and then others after her. He had plenty of questions himself, but he couldn’t take the risk of someone recognizing him, despite his voice having matured and deepened in the past three years.

Kenisite wore a continued smile on his face, practiced and almost always present on his face.

The questions did not deter him, and instead he seemed eager to answer them.

Some were easier than others, and while he might have been there for speaking, there were others there, watching the faces. Recording the questions. Determining who was asking a little too much.

"You all have such wonderful questions," he announced proudly. "To touch on what's been said already—the energy donations are a way for such upstanding, everyday citizens such as yourself to contribute to a greater cause. It's safe," he reassured, "Much safer than asking any of you to go out and look for these terrorists! The energy you provide makes certain that you are protected without putting your life or health on the line. As always, we would never ask more than what anyone can provide." Sympathetcially, he looked at Anabel. "This has no effect on those on the no-drain list. Pregnant or New Mothers, those experiencing a sickness or with other clearance—goodness, no. Anyone who feels they are unable to donate may submit an application to be excluded from energy donation. Please just visit your local donation office and they should be able to help you!"

Kenisite glanced around the crowd, pausing briefly before he moved onto the next topic.

"For students who wish to work with the Negaverse, I encourage them to head down to City Hall. If any student is interested, or if any schools would like to set up a program, please call my secretary to set something up. I would love to spend some time working with the younger generation! There's a lot of room within the Negaverse, and we would love to see our City thrive! If anyone is interested, we can set up a meeting, or provide a member of the Negaverse to mentor and answer any questions. The possibilities are endless for those who wish to grow!"

Permits were something possibly best left to the people issuing them, but Kenisite did not hesitate to comment, "And for all of those worried about permits," he raised a hand and laughed lightly. "It's not as bad as it sounds, I promise. We are working closely with outside Branches to ensure that Destiny City is up to date with safety protocols and that we are as safe as possible. Businesses may apply for permits for their suppliers and we will verify and approve. These permits will need revision every six months, but should not impede your businesses! Unless, of course, there is suspect of terrorist affiliation but," he waved nonchalantly as if to dismiss the idea. "I'm sure that won't be an issue. Full details of business related permits will be available online this evening, however we will be issuing clearance cards for stock imports, so business should proceed normally. Travel and Tourism Agencies will be able to issue permits. We don't expect the city to be on lockdown!"

Kenisite took an extra second to glance at the businessman threatening to shut down businesses, but he did not seem upset. "We'll do everything we can to ensure that Destiny City continues to prosper. If you have business related concerns, you may come to City Hall and we can speak with you in a more personalized manner. Don't be afraid of us! We are happy to work with you. After all, we're all just trying to make this world a better place, aren't we?"
