Goku could destroy planets in his base form, remember how he blocked Vegeta's planet - busting Gallic Gun attack in the Saiyan saga?
However, SSJ4 is weaker than SSJ3 because when Goku powered up to SSJ3 he shook the afterlife, but when he powered up to SSJ4 he didn't even shake the local area, and a few times in SSJ4 mode he had trouble lifting buildings.
And when did King Kai say Goku can go faster than the speed of light? I would like to see a manga scan to support that or even just a manga chapter reference.

i'd have to say Goku would win
1.his attacks are powerful enough to destroy planets
2. his Instant Transmission makes him at least as fast as the speed of light
3. at the end of DBZ he was able to directly take the attacks of kid buu and kid buu's attacks are powerful enough to destroy planets as well
(correct me if im wrong, but Goku was in his base form when he was taking those attacks)

Here's a tip: If you want to present a good argument, you have to consider the powers of both contenders. Doomsday has fought planet - destroying enemies before as well.

instint transmission is .99 percent the speed of light and when goku raced then flash and barely lost he was going about 7.7 times the speed of light and supermans strgoner then goku and doomsday beat superman doomsday could kill goku

Actually, instant transmission is significantly faster than lightspeed, since it was able to leave the solar system in under a second, and light takes over 8 hours to leave the solar system.
But it's teleportation, not speed, so it won't really help.

Doomsday would win. We see at Hunter-Prey that he is immune to energy attacks thus making the kamehame and such things useless, he can intantly "glue" himself back together as when Supes cut him when the sword that the mother box provided, and Goku's strength level is nowhere near Superman's, so, even if Goku could get a genki-dama or any other "super" technique and hurl it at Doomsday, Dooms' would easily shrug it off to beat the snot out of Goku.

There's no proof Goku is the speed of light other than instant transmission, which is teleportation and not speed. actuay no since at SS4 goku could destroy planets and stuff King kai actualy said goku can run faster than the speed of light He's a freaking saiyan man and the get strounger after every battel Goku i made to be ridiculely stroung plus the guy can always find a way to beat his oponents... goku never juggled 3 planets before superman has and superman's SNEEZE destroyed a whole solar system. and the amout of battles it would take goku to = superman ia laughable goku would die of old age before that ever happened

Doomsday is a damned joke. Even against Imperiex he sucked.
The Superman/Doomsday battle was nothing to rave about.
Supes wasn't even trying. Chances are, he had a fight with Lois and he was depressed or something.
Son can't beat Clark...
But Son can turn Doomsday into a plaything for young Goten.
I dunno...maybe if Goku gets bored with him he could launch him into the sun.

People, don't forget that Doomsday is invulnerable to energy attacks.
Goku's strength is nowhere near Doomsday's (or Supes for that matter)
Goku would get his a** handed to him everytime. Don't forget Doomsday adapts even during combat, as when he gained those Bone Harpoons and snatched supes out of the air bringing him to close quarters, or when he closed his hearing channels so the micro-frequency waves wouldn't hurt him.

Invulnerable to energy attacks of a certain level, perhaps. Just because he survives a certain energy attack doesn't mean he will survive one 10 times as powerful.
