Background: Her past is shrouded in mystery but what is known is the extent of her tactical sense on a battlefield or situation. She can effectively operate just about any type of firearm and artillery known and even some kept under wraps. She’s not above using the armaments and yes even the tactics of her enemies, honorable or not. Shelby did her best to get out of that life, knowing where she would end up if she continued. But happenstance brought her back to the game, to the Noe, where she’s plied her skills as both a psychiatrist and as an operative.

Quirks: She is a sucker for the theatre and fine art. She has developed quite the art appreciation, occasionally showing up at gallery events and opera performances.

Style of Dress: Has a tendency to wear light vibrant and airy styles of clothing such as brightly colored sundresses and tasteful jewelry, but is afforded such little time to wear those things when she is considered “on duty”. She is prone to wearing camouflage or other paramilitary type of uniforms when out in the field.

Background: Kamiko was sold away when she was 15 to the Yakuza because her parents couldn't pay their debt. She was then used in different ways by different members of the Yakuza. A hate grew inside her towards both her parents and the Yakuza leader. Over the next 2 years she had learned a few things here and their from different members, one being the art of killing stealthily. Then the day came when she was found standing over the dead Yakuza leader's body. She had killed him when he was having his way with her like he had done over al those years. When the other's tried to attack her, they all fell into her trap and where either killed by either hidden spikes in the ground, a flying blade or her own gun. She managed to take down the whole branch of the Yakuza by herself. This event caused Nikolai not only to notice her but recruit her as well. Within the next 6 years she became one of the Kepi's best spies and still is.
Quirks: Will flirt in seductive way to get her ways, or to trick some one.

Personality: A bit friendlier than his brother and comes across as charming without trying. He knows when to show mercy, even though he lets Isao have his fun most of the time

Quirks: He cringes at the sight or sound of torture, ‘Feeling’ what the victims are going through so he can’t stand being in the same room with his brother while Isao is ‘Working’. That’s why Masa prefers to kill quickly

Personality: Cold hearted, but can be very charming when he wants to be. Enjoys seeing others, except his brother, suffer

Quirks: Has a weird fetish for blood and pain. He loves the smell and sight of blood, and likes receiving pain but prefers to inflict it.

Background: The Takao family has been a part of the Kepi for generations. For the twins, they knew about the war since they were 10 but were never involved. They were free to live like normal children with loving parents, as long as they stayed on guard. A few months after they entered high school, Masahiro started a band with some class mates while Isao took interest in Biology. By the end of their freshmen year, their mother went missing. Their father told them that the Noe had taken and killed her. From that point on throughout the years until his death, their dad always brought a woman home with him, but they were never heard from after.

Even after school, Masa kept his love for music and his band from school. Many of the members have moved on, but two of his buddies that helped him stayed as drummer and base. The twins’ father became the band’s manager.
Isao kept his interest in biology but stayed with his brother, saying that he wouldn't get as many girls as Masahiro if he was stuck in a lab. It wasn’t until 3 years ago, their father was found dead with his throat slit to the bone as if by a sword and Isao took up the job as manager.
There also seems to be something between Isao and Kamiko that only they understand
