I have to agree with everyone above, in that the whole thing about men aren't supposed to wear women's clothing because it's degrading is actually very very true, but I want to add it might partially be that your your mother's baby, and she might just want to protect you from excess prejudice and stuff from other people.

Since I came out of the closet I have worked on being my self and not hiding in my shell like I have since I was 7 (I only found out that I am gay a half a year ago, but I knew I had a girly-er personality then most guys since I was 7). lately if I'm say on Xbox Live talking to a friend and I say admit I like Carly Ray Jepsen or Taylor swift (or even talk about Brony stuff to much), my mom will listen a little bit and voluntarily let me know if I have been saying a bit to many non typical male things to keep me from going overboard. Its been getting a bit frustrating tho because I feel like I only hit the tip of the ice burg before she starts warning me... and if that is true what you said, what reason does she have for not letting me wear skirts/dresses at home?

I'm not totally against going out in public in a skirt (with most of the rest of my clothes being male) but idk, i feel like her denying me has caused me to want to wear women's clothes more over the years so if that's what she is going for, she is causing more damage then helping
