Well, Buddy can be anywhere for whatever reason, so location isn't too much of a problem. How they could meet? Hmmmm... he's all about theatrics. Maybe he can pretend to have been wounded at the hands of one of the senshi and he can try to lure her in that way?
Unless you had something else in mind. Unfortunately he cannot physically corrupt her as he is nothing more than a lieutenant right now, but he'll definitely put a good word in for her.

Arian and Chiku could know each other from school since they both go to Meadowview. At least Arian's still at Meadowview until the end of the school year. I don't know if Chiku does dance classes at school, but if she does then maybe they could have met during their respective after-school activities since Arian runs for the school team

Das Tor She isn't currently taking a dance class, but she'll hang around after school now and again if one of her friends/classmates in any of the after-school teams/groups wants to chat with her or hang out with her afterwards. So it's entirely possibly for her to run into him still. 8]

Das Tor ☀You're...Like Me? ] I'd love for Bailey to eventually meet others who aren't cisgender, especially if they're more confident/comfortable with their body image. She's a nervous little girl regarding her body, and I'd love to see her eventually grow out of it. SO! :3 I can offer Paris! She had a hard time when she was young due to parents/family issues + her own confusion + trying to pretend to be something she wasn't for the sake of "ease" and "being normal" (as she would say), and she always acted far more confident in/comfortable with her self than she really was, but that's slowly been changing! She started on hormones... uhhhh... last summer, I'm pretty sure it was in July, so around seven months ago! And she's been doing very well and feeling a lot better about herself, although she still has some body-image issues she's trying to work through, but some of those are probably also exacerbated by her profession as a ballet dancer. orz But if you were interested, Paris would very much like to meet Bailey and would be happy to talk to her about anything and everything! <3
