Have you not heard about Pokemon X and Y? They'll be out worldwide in October. Granted, that is 9 months from now, but we'll more than likely hear about the game, plot and criminal team long before then.

Honestly, I just like Frontier. Not only does it come off as some big company name concentrated on something like technology or whatever, but its pretty neutral when it comes to the teams. :>
. . . Though, I do like Team GRAMP(S). 8D *shot*

Comment/Suggestion from in thread: StarrySeas Hmmm...If TR lost in the meta and weren't doing so hot in general, I'd say Clyde'd be on board with Frontier, but since they're doing pretty well for themselves, I think he'd pass and maybe even prevent Rockets from joining, like the company is competition on their evil razz ? That could be a fun plot, instead of Rockets vs. the world, Rockets vs. All the other teams, and then if they lose, they'd join.

Overview: I have only been in Zatao for a short time, but I find that there are a number of other known organizations similar to us in the region already. Notably, Team Rocket seems to have the largest and most influential presence, but reports of Teams Aqua, Magma and Plasma have all been confirmed. Yet aside from Team Rocket, the other groups have few signs of activity, seem scattered and more likely than not are only getting in each other's way, preventing any of us from making any progress in our goals. This seems like an inefficient arrangement for all of us, so I propose an initiative to gather all the scattered teams into one cooperative organization for the benefit of all, to be codenamed Project Frontier. Please see the attached document for a detailed description of this proposal.

Mission Statement: To provide specialized organizations a safe environment where they may combine their resources, information and skills in order to operate in a more efficient and productive manner for the benefit of all who operate in Zatao.
Goals: Send a delegation to Teams Rocket, Aqua, Magma and Plasma, especially any ranking members who are currently on Zatao, to propose the creation of Frontier with them.
Encourage all contributing organizations to contribute their unique skills, resources, information, technology and personnel to Frontier.
Establish several divisions geared towards specific skill sets, starting with one for each contributing organization.
Develop a front for Frontier's operations by establishing a company specializing in research of Zatao and development of tools for pokemon and trainers. To help explain why such an organization may have a potentially swift growth, offer the explanation that it was formed by a number of smaller companies merging together. Example name for the front company is Frontier, Inc.
Establish a number of bases, including the Frontier Inc. building as well as several smaller, hidden ones, and one larger, hidden HQ.
Encourage members to think of the group as a whole, not a series of organizations working together. Establish practices that encourage them to work with members from other divisions and contributing organizations. One example is to encourage recruits to join the division that best suits their talents, even if that division is not the one geared towards their particular organization.
Conceal the existence of Frontier by leading outsiders to believe that their actions are performed by the contributing organizations acting independently. To promote this illusion, operatives will pretend to belong to contributing organizations while on missions, and some missions and operatives will be dedicated to leading outsiders to think certain activities are the sole work of one of the contributing organizations.
Organization Structure:
Leadership: Project Frontier will be lead by a council of experienced individuals, originally one from each contributing organization, then later one from each division. New council places may be added if new divisions are added, provided that the new division has at least 3 executives from whom a council member may be picked. The council will elect a Chairman to oversee proceedings and operations.
Divisions: Frontier will be divided into several divisions, each focused on a particular set of operations or skill sets in order to maximize its effectiveness and better allow a potentially large organization to be managed. Furthermore, members of contributing organizations may be more likely to join if they are assured of being able to work on tasks and projects they are familiar with, and work with operatives they know.
Suggested divisions:
Official name: Field Testing Division Real purpose: stealth and thievery Geared towards: Team Rocket recruits
Official name: Aquatic Division Real purpose: Aquaculture, marine biology, naval support, anything else to do with water Geared towards: Team Aqua recruits
Official name: Exploration Division Real purpose: exploring the region, anything to do with land Geared towards: Team Magma recruits
Official name: Public Relations Division Real purpose: persuading people they're a legit and benevolent organization, recruitment Geared towards: Team Plasma recruits
Official name: Research and Development Division Real purpose: researching pokemon and the region, creating tools for the organization's use, possibly developing some new tech to sell for income and to support the idea they're a real company Geared towards: Team Galactic recruits
Official name: Security Division Real purpose: Guarding the building of the front organization and the secret team bases to make sure that no intruders get in or catch a hint of what's really going on. may include working to ensure that their true identity as one big group, instead of several seperate teams, is not discovered. Also being able to convince any curious folk (like cops) that there's nothing to see and they only want to protect their research labs from those who would wish to steal their ideas. Geared towards: anyone Note: Perhaps this division should be introduced only after Frontier has been established, in order to streamline the initial development of the Council.
Other divisions could be added as needed, such as if a new team joins or a new series of tasks is deemed necessary.
Division management: As Frontier will be composed of formerly competing organizations, friction between the teams/divisions is expected, However Frontier shall encourage people to work out differences through pokemon battles or trying to out-perform the other divisions.
All Frontier operatives will be required to maintain battle readiness, and practice battles to keep their skills sharp will be encouraged. For those who have not yet been issued a pokemon, rental pokemon shall be made available for battle practice.
In order to offer a concrete measurement of how each division is performing, a system of merit points will be put in place. This is meant to encourage friendly rivalry and working for the benefit of one's division as well as the whole of Frontier. Each time an operative does something that benefits the team or division, they earn points for their division. Each time a person does something that hinders the team or another division, they lose points for their division. Points are reviewed periodically, such as annually, semi-annually, or quarterly, and the highest-scoring division at the time of review receives a reward or bonus of some sort while lowest-scoring gets a punishment.
Ranks: Frontier will follow ranking systems similar to existing organizations, with small changes to accommodate for the system of divisions and council.
Trainee: Trainees are new recruits, whose main duties are basic training. Training includes conducting small missions with the aid of a Grunt. Trainees are not required to enter any particular division, so that they may learn more about each division before selecting one.
Grunt: Grunts have completed basic training and proven their ability to handle themselves on small missions. They may select their own missions from among ones offered by higher ranks, and conduct them either alone or with a partner. At this rank they are required to select a division and begin training specific to that division.
Agent: Agents have often have progressed through more specialized training based on their division, in order to hone their particular skill sets. They may offer training sessions or direct small missions for lower ranks, as well as developing small missions of their own.
Director: Directors have proven their abilities in numerous missions and often have leading roles in special operations. They answer mainly to Executives, and have authority over lesser ranks.
Chairman: The Chairman will be elected by the council from one of their number. The Chairman will remain a part of the Council, but will preside over meetings and operations.
Executive: The highest non-council rank, given only to those who exhibit exceptional skill, initiative, intelligence and management capabilities. Executives answer to the Council and may oversee all lesser ranks. Executive has full authority over any lesser-ranked operative in their division, though slightly less authority over an operative in another division, meaning that orders from an Executive in your division take precedence over orders from an Executive in another division.
Division Head (temporary rank): If there is an insufficient number of Executives in a new division for one to be appointed to the Council, one Executive from the new Division will be appointed Division Head, responsible for the daily operations of the Division. This rank is removed as soon as a Council Member is appointed for the division, and is useful for testing the management capabilities of a Council candidate.
Council Member: The Council will consist of one operative from each division, appointed from among that division's Executives. At frontier's formation, one Council Member will be selected from each contributing organization, in order to assure that each organization feels they have equal representation. Afterward, Council Members will be selected from the Executives of each division, in order to promote the cohesion of the whole organization. The Council Member from a division is responsible for all operations within that division.

So the point was brought up that the various teams have contradictory goals. Magma and Aqua are obvious, but Galactic wants to destroy the world and remake it in their own image, which pretty much goes against everyone else. This would prevent the groups from working together for anything more than a short-term goal, unless perhaps they had some large goal they all were invested in.
To work around this. Starry proposed we alter the team goals slightly so that they're not directly contradictory. Rocket can stay the same, but all others will need slight modification. There are not to many people with characters in teams besides Rocket, so if everyone with characters in the following groups agree to the changes, it could be a way to get Frontier to work.
Proposed altered team goals: Aqua: rule all the sea and all that's in it and belongs to it Magma: rule all the land and all that's in it and belongs to it Galactic: mold the existing world to fit our ideals Plasma: go with the B2/W2 Plasma and say they claim they want to free pokemon, but really just want to get people to let their pokemon go so they're the only ones with pokemon, and can use them for general villiany
Anyone have any thoughts?

Hey guys, Panda brought up a concern with Project Frontier: the teams don't have a big, overarching goal. I was kinda going for "Take over Zatao," but the region doesn't have anything specific that would make it a more desirable prize than anywhere else, something that makes sharing the profits worth getting. Any ideas for a big goal for the group? They also don't have a strong reason to band together. I have an idea that might fix these though: one of the teams wants to try and control the others, take their resources for their own, but knows that proposing an alliance on it's own wouldn't work. So it gathers information on the team by any means necessary, then leaks that info bit by bit to the police, in such a way that the police think they're finding it on their own, with the occasional anonymous tip. The police use this info to try and hunt down the other teams, straining their resources and making it difficult to get anything done. The the first team comes along, claiming they've had the same trouble with the police and offering a solution: band together and put their operations even further underground to escape detection. The stated goal becomes work together for mutual good, while the secret goal is to eliminate the competition by either taking them over or driving them out of Zatao entirely.
What do people think of this? Any crits, comments, etc.?

Nanashi Kage Enjeru Just throwing it out there, but....what if there was an entire continent that was purely ruled by the evil teams? An evil sanctuary of sorts? Now, being the genre-savvy sort we all are, we know this wouldn't stand for long, but let's face it, eliminating all land/all ocean, destroying the world, etc aren't exactly genius long-term plans either. So...what if Frontier wanted to assume complete control of the entire continent to create a haven for evil teams? Zatao is fairly unsettled, so they really only have to take over two towns (though I get the feeling that Katarina is more a city than a town), and they'll have taken over most of the infrastructure. Aqua would rule the sea, Magma would explore the vast amounts of uncharted wild continent, Rocket/Plasma/Galactic could use it as a training ground/haven, something like that? Heck, they might not even have a valid "And then what?" for after taking over the entire continent. Aqua/Magma sure didn't seem to know what they were going to do once they completely destroyed the ecosystem. *shrugs* tl;dr: What if Frontier's goal was to make the entire continent of Zatao into an evil base?
