Pretty much! I was thinking something kind of like this, with each potential ability divided into major and minor categories:
Major: Guardian can heal others of life-threatening injuries and illnesses. Minor: Guardian can ease minor wounds and illnesses.
Major: Guardian can summon and manipulate wildfire, creating blazing infernos. Minor: Guardian can summon small amounts of flame and heat.
Major: Guardian can cast elaborate illusions that deceive the senses of other guardians. Minor: Guardian can cast small, brief visual and auditory illusions.
So you'd start out with a major one, and then could earn additional (maybe up to 3) minor abilities in different categories.

Out of everything I've read in here, I think that this latest idea, with one primary ability and the potential of additional secondary abilities, has the most potential. However, I also like the idea of people being able to create their own abilities.
As a compromise, perhaps there could be a master list from which people can choose or roll for their guardians' abilities. However, the ways in which they tap into their powers could be more individualized rather than being strictly uniform. For instance, two guardians might each have the primary ability of divination, but instead of each having visions, one guardian could divine the future by watching the movements of ladybugs on cornflowers while the other could divine the future through the stars. These details would be up to the player to determine.
Oh, and yes. I think that special powers should be restricted to awakened guardians.

Definitely! If people wanted their guardian to summon fire by singing or dancing instead of just making it manifest spontaneously, or go through some special ritual to heal, etc, that would be well within the rules and completely up to them to decide.

I really like the Magic idea, and I'd choose something to do with Wind because that is Malaki's name. But I don't know what SORT of power over wind he could have.

So, I know I'm just getting back here finally, and I'm still going to be sparse, and I just saw all of this stuff, but I figured I would try to make a contribution of opinion. xD; I don't really have time to read through all of the responses, so I'm sorry if I'm repeating a bunch of other ideas, but here goes~
I think it could be really interesting to have some small powers, and find a way to have them be almost a collaboration of staff and owner of the pet. You could have a list of basic abilities that branch into unique options. Staff can review rp and consider which few they think might appeal to the stag/hind and their companion, and they can offer a small list of ideas to the owner. The owner can then choose one of these options, and suggest exactly how their characters' powers might manifest and specify from the broader option? The staff and owner can then continue to have a conversation narrowing the option, making the power specific, and determining limitations. Everyone can have varying levels of ability (some are really good at it, some are limited or not as skilled?), which adds to the variety in the shop. And perhaps when the guardian awakes, they have to take time to realize and develop their powers. This is probably a bit obvious, haha, but I just figure that it might help the process of realizing the limitations and such, and making sure that it isn't some cool switch that gets turned on. xD;

I'm in a rush but-
I like the idea of getting (one or up to 3) minor powers that a player can pick (Maybe one is chosen, two rolled), and needing to RP and staff approval to earn a major power. Additional powers, (having a max of 5 maybe? 1 major 4 minors? 2 majors 3 minors? Max of 3? 3 Majors? Two majors one minor?) would also have to be earned via RP. IDK my auto fear @ getting a major power is the god modding and trying to outdo each other. BUT I do think that customing should be an option, but like getting a major power, it should be RP earned and require a staff approval. /sense might be making none
Staff approval being needed is more work for you guys, but I think things like custom powers NEED to be run by staff. When stuff isn't run by staff.... /looks to various past experiences and dies a little inside

my vote would be, if they get any magic at all, to let them have a common set or let people choose. since people (will) work so hard for awakened guardians, it feels as if they should pretty much have control of this aspect of them as well. i don't have much more to say, since everyone else has been making really great suggestions (but thought i'd toss my basic opinion in nonetheless)

I really liked a lot of the ideas listed here, and some of them were really unique c: I do think that a few of the options might be a bit too much work for staff, though (reading through a bunch of RP's, etc).
What seems like the easiest, and maybe the most fair, option is to create a basic masterlist of "Major" abilities which the owners of awakened guardians can choose from. If there's a power they're interested in that's NOT on the list, the staff can always get together and decide on whether or not to grant this as a new major ability (taking into account whether or not it might be abused). This way people aren't necessarily restricted to what's on the list.
Additionally, I do really like the idea that guardians can earn additional "Minor" abilities through more RP. Perhaps they start with one Major ability, and one Minor ability, and can earn up to 2 more additional minor abilities through RP and/or special events.
As for how the minor abilities are chosen I feel that these should also be up to the owner of the guardian. After all, the owner is putting their time and effort into the creation of this character, so it seems more fair to allow them to have that basic control over their character. At least in my opinion c:
Besides which, if staff takes the time to describe how a major ability works, and a minor ability, insofar as basic limitations and whatnot I don't see how godmoding could become an issue, but maybe I'm just not seeing all the angles xD;
Anyway, that's my thoughts/contribution, and I know it's late but I just ran into this while looking for something else entirely -- so thought I might as well contribute! <3

I'm with Eauo, I think getting to choose an ability from a master list is an excellent compromise between customizability and not running the poor staff ragged (we luv you!!!)
Um... as I was saying... You could offer the opportunity to do what my DnD group calls "skinning" - meaning, you take a power (fireball is the well-known example) that does something mechanically and has a particular description. It still does exactly the same thing mechanically, but is described very differently. In our example, fireball still does the appropriate damage for a character of that level. It even still does fire damage, but the fire might be green and make the sound of cackling imps (or whatever).
Since this is purely cosmetic, it wouldn't really require staff monitoring at all, but opens the door to lots of customization and interesting differences, etc.

Creating a custom ability and getting it approved would be ideal, but likely the most work for staff.
I think the best "middle ground" option would be to have a list of abilities, and the owner gets to choose one from the list. I really don't like the idea of having to roll for a random power - if we worked hard to get said guardian awakened, it would be a little disappointing to then get stuck with a power you didn't like / feel fit.
It would definetly be cool if there was a "major powers" and "minor powers" list, and (for example), when awakened, the owner got to choose one major and one minor power, and then gain up to two additional minor powers through additional RPs.
