As I'm not the mod chosen to review this I will leave with just a few words.
First, there are Captain positions open. If you'd like to see which ones and apply for one, there is a thread for that. You'd do well to read it, as well as a lot of others, before hand. Second, Vice Captains are chosen by their Captain unless there isn't an acting Captain for a particular squad. Lastly, the chances of getting bankai, even for a Lieutenant, are extremely slim so the answer to your question is no. You may not have any form of bankai, high level kidou, ect. That comes after application for captaincy (if you are chosen) or time.

Also, if you're applying for a captain spot like your new thread says, you'll want to apply in the application thread on the main page or else no one will care. Like... At all.
