I agree with everyone else. Flip folders are a disgrace to band and performer. The music should be memorized since most music in flip folder is easy. The only case I see it acceptable is if the person just started learning to play

In my high school band, flip folders were for band camp and that's it. You were expected to have your music memorized by band camp, but we kept the flip folders on during camp so we could mark additions into the music. We were corps style with a military background and would not be seen in a performance with a flipfolder.

In my college band, it's so different. We don't use flipfolders for pregame because it's famous and usually on TV and everyone knows it so you just don't need them, but we HAVE to have them on at halftime. If we don't have our flipfolders out on the field and in the stands we are marked as absent. It's somewhat understandable because we do a different show every week, but it's also really easy music compared to competitive high school band music SO. idk. I don't like it, but oh well.

Basically, if the band needs them then whatever. It's their own fault for not learning the music, so if they're okay with their whole band looking unprofessional then fine. But if you don't need them, don't use them. When I'm a band director I will most likely not allow them after camp.
