I cannot open a Aquarium Mini-Monster (Fourth Strike) that I bought from someone else, what gives?

I think if you got it in a trade and you accepted it. It'll take 3 weeks for it to open up if the account you bought it from is new/first time to make dealings buying with her/his gcash.
