Though the trainee made strange comments, the Elite didn't seem to bat a lash at the words. Every person worked differently, though there were always noticeable similarities between individuals and their way of thinking. Rather than focus on the strange comments like how he "loved people," she instead homed in on the legitimate concerns he seemed to have.
"If someone in my department is assigned to be bait in a mission, then they should be quite noticeable so that they stand out as the one to capture, rather than the others that might be assigned to survey the progress of the mission."
Though she was speaking of people, she spoke in a detached manner, as if calling a person "bait" was a perfectly acceptable label. To her, it was, though others might have been insulted by such. Kunai was never known for wanting to be on anybody's good side. She was there to do her job.
Offering a final word of advice, the short girl mentioned "There's a time for everything and one needs to be prepared for anything thrown at them." With that, she felt that the conversation was done.
In a firm tone almost as if she was speaking to a young puppy Pokemon who had misbehaved, she declared "You are dismissed!"

It cracked another half-grin from the trainee to hear that some Rockets were sometimes assigned to be captured. That would be an interesting situation to be put in. He figured Team Rocket must have been pretty confident of their members if they allowed them to take on missions like that. No doubt only the most trust-worthy (or most disposable) Rockets were assigned things like that.
The way Kunai spoke as though she were detached from her subordinates also amused Izaya, but he said nothing of it. It was something he expected more of higher-ups, but because he also liked to detatch himself from his fellow humans, he felt he was more familiar with her mindset. If she was not emotionally attached to anyone, then it was easier to work with ones' team efficiently and as tools rather than people. Not only did he approve of this mindset, but he admired it in such a young lady. No wonder she was of such high rank.
Unable to hold in his laughter at her direct and serious tone, Trainee Nakura rose and nodded, still laughing, as he was dismissed. "Yes ma'm," he responded once he had gotten back enough breath, turning to exit the office. "I look forward to working under you in the near future."
