Nope ...Because it's a Fire-Type move and Chlorophyll is a Grass ability?Honestly, Drizzle + Swift Swim wasn't the problem with rain teams. It's just Drizzle. Rain Dance + Swift Swim makes if fair, but Drizzle in general is REALLY GOOD. There are a bunch of relevant and powerful abilities tied to rain. Rain Dish + Leftovers + Leech Seed Ludicolo can damn near outheal subsitute damage. Hydration Vaporeon when it comes out may need to be banned for the sole fact that unless you can OHKO it, it can Rest to full hp and not fall asleep under rain. Sunny Day teams have this precarious balance where they become faster, but if they get hit they just implode. Drizzle covers their weakness (sans thunder) and makes them hellza strong. I mean, what other abilities are there under the sun? Solar Power, which basically gives the user a super life orb in the sun? There's another I'm forgetting, as well as moves that get waaay better in sun. But in general, Rain is king (unless you have a hard on for sandstorm, which is mainly because they got ONE usable Sand Rusher in excadrill - Imagine sandstorm if they could run 5 of those bad boys)

I think that the meta will correct itself eventually and even though Weather teams are really powerful, they are highly linear. Any disruption and they fall apart. The problem is most of the current options for disrupting them are mediocre. I mean, Golduck? Fail. You can run TTar/Hippowdon because they are good enough on their own, create attrition, and only boost a small number of pokes in OU (though they get really strong under the SS). Your last option is Abomnasnow. He's not great, but Hail teams don't become godly under the rain if you're facing against them. He can also be really annoying with Leech Seed + Hail. Also, just making sure to run T-bolt, Energy Ball, Surf and Earthquake on a team and you can really help.

They test many Pokemon and give their opinion on what Pokemon are more powerful through tiers. These tiers help us determine what Pokemon are seen to be too overpowered for competitive play and give an unfair advantage to the trainer using it. This tier is labeled as the Uber tier. This is used as a guideline for us so we don't have to go through as much experimentation, but we have overridden some decisions on what Smogon has decided through the general opinion of the guild. As for the clauses (Sleep Clause, Uber Clause, etc.) these are general rules that are shared throughout the entirety of the internet concerning competitive play. These are used to rid gameplay of annoying/unfair situations, such as an entire team sleeping or having to face 6 Arceus in one battle. Smogon is merely a guideline that we follow. We adjust it to our guild if necessary.
