Well.. it's Kinda their place to find to Heir to the Clan's power which is their Kekkei Genkei. Their power is sorta similar to the Rinnegan, except it happens when around water. XD sorta like creating an island out of the sea if you put in a way. I'll put more details into it soon.

As a great clan arose from seemingly nowhere a member entered each village being raised as one of its members. A seal was placed on each one, they rose in rank unaware of their true nature the villages never suspected a thing. Their powers unknown their motive dark but still unknown. Each member has now grown to a high position in each village the seal released now they will take action. Shifting their body to that of the leader of another village their forms are perfect tho they have yet to see who they have become their personality and actions are perfectly matched by the Kage they have shifted into. Their powers have been shifted to that of the Kage they now reflect. The members of this clan that were under cover were put in the village to start a war as each village thinks another is responsible for the attack they will now be set on revenge. As the villages were slowly destroyed and their citizens and shinobi have suffered to a slow painful death. The war has now emerged and the Clan's plan is working perfectly, each village loosing more and more shinobi some taking sides other are not wanting to trust another village due to them being attacked and a war breaking out. The Clan will soon utilize their final part of the plan when the villages are at their weakest they will take out the leaders and take over forging the new world as they wish building the new world from the remains of the old world.

The clan's Abilities-
The clan can seemingly become another ninja as long as they have seen the ninja and there techniques as well as their personality and heard their voice and manner of speech. They hold a strong affinity for genjutsu they have no specific elemental affinity nor are they from a specific village.

We'll go with Shikairu's story for now. We need 2 More kages and we'll need to appoint Bijuu to people. Also we'll need someone to lead this clan.

I sort of liked Zem's idea on the first page. Opening the guild on a Shinobi War. But we go at it at a logical point. Instead of all the talk about planting false information and what not... why not just make it where the Kage's lose it at the Kage Summit?

Once we re-open the guild and have the villages all settled, we can have the Kage's go to the annual summit. Now lets say, that there is a plot of land or something, that each Kage believes that would benefit their country the best. Then the discussion turns into an argument, turns into a fierce fight that then will trigger the war. The thing that is wanted can be something else but I was just shooting out an example.
