I still remember the birthdays of girls I internet dated for a week when I was 15. If your dating a guy for long enough that he has the opportunity to forget MULTIPLE birthdays, he ******** fails at caring about you.

I honestly think if it's a big deal to you, I'd just remind him like a week before...then 3 days before...then the day before. If he still doesn't acknowledge it, then that's not forgetting, that's just blatantly ignoring it and there's something amiss there...

You should let him know that it bothers you that he keeps forgetting. I would personally be super pissed, but you don't seem too upset. For the future, it might be a good idea to start reminding him about it early, like OH HAY WHAT ARE YOU GETTING ME FOR MAH BIRTHDAY~? every week or so before.
