Eventhough Raikou has some good stats placement, I prefer Suicune, looks/typing and bulkyness.
But being somehow objective it goest to raikou...

Suicune.
Hands down.~
He's been my favorite since Pokemon Movie 2000 came out <333
Plus I look at him as to be really powerful and good with defense attacks!~ ^^
Then agian...
Its just my point of view ;3
