 @Dante: Yes. Put one or more in each field. Like the 2nd would have the highest in Speed, but 2nd Highest in Hakuda, where the highest in Hakuda would be the captain of whatever Division specializes. Perhaps the 3rd? @Cliff: That's why I was saying it might only apply to Kido. Then again, Dante could rework the point system to count for zero where a zero in PS could mean they had inferior human strength or just plain human strength in itself. Or maybe it could only work in certain circumstances. Take Aurelius, pre-freezing; he had no PS to speak of, yet could still move about. Think of it as an extremely limited option; the RPC must have good reason for a zero in any field.

I fail to see how that presents a problem to the solution I just presented.
I get what you're saying; 13 =/= 6. Ergo, I proposed that some divisions get a mix of two increases in stats, thereby covering them all.
For instance; a hypothetical assignment of areas with your approach and line of thinking which falls in line roughly with the manga itself; 1st: + All 2nd: + Agility 3rd: + Hakuda 4th: 5th: + Kido 6th: +Zanjutsu 7th: 8th: 9th: 10th: 11th: +Physical Strength 12th: + Reiatsu 13th: Now take into account my suggestion; 1st: + All 2nd: +Agility/ + Hakuda (low) 3rd: + Hakuda 4th: + Kido (low) 5th: + Kido 6th: +Zanjutsu/ + PS (low) 7th: + Reiatsu (low) 8th: + Agility (low) 9th: + Zanjutsu (low) 10th: + PS (low) + Hakuda (low) 11th: + Physical Strength (low) 12th: + Reiatsu 13th: + Hakuda (low) Strictly theoretical at best, but I believe it serves to convey my idea. All to scale for Captains at the moment, mind you.

 Um... In idiots, Captain levels can be up to 150 where the top of the mark is 100. 11/12 sounds perfectly acceptable.

Think about it.
A 10 in Agility allows the Shinigami to Shunpo as fast as 100milliseconds-- the reaction time of a human. And one can run at the speed of 70mph.
How much more if it were 21/10? Since it would be +11/12

I asked if it was +12/11, you said it was-- Basically.
In any case, what about those like Squad 2 who have +Agility/ +Hakudo(low) would they have both, or choose between the two?

I've no interest in making Yukito exceed, so no, not really.
In any case, the concept sounds good, I'll wait for the others to comment on it, though.

 Actually, it might need to be changed to a 14/13 12/11 thing, if perhaps we want to let Lieutenants go over. I mean, I know Lt's can only go up to 9... but now that I think of it, would it be really so bad to let Lt's go up to 10?
