Microsoft Paint, a mouse, and preexisting sprites that I edit using the other two things. And Photoshop for the awesome speech bubbles and some effects (the greeny effect from the binoculars)

Mostly. All it really took was putting the sprites on the background, making neccesary edits to the sprites and arranging it all..no biggy. Anyways, here's something for ya all..and yes I know it's in pen but still XD Benny said to have a go at some avi at for him...see I normally can't draw anything properly other than Sonic, but this went pretty well, see for yourselves XD http://i125.photobucket.com/albums/p78/Jimmy_hedgehog/bennyscan2.png
