My opinion on zoos always depends on the space and quality of the animals' cages. I also feel they should have large enough areas to walk around, with some objects to hide in/behind, items to play with, et cetera.
There is something I've heard of in a zoo or two that gives the animals privacy while letting the visitors see them. One zoo made a tinted one-way window for their red wolf exhibit. The people can see the wolves, but the wolves can't see the people.

I agree, it depends on a lot of things that the zoos need to take into concideration.
I've seen the tinted windows before, it makes the enviroment less stressful for the animals. Which is always a good idea.
